For more than four decades, a strange signal has occupied 4625 kHz in the Russian shortwave spectrum. Most of the time it does almost nothing: a dry electronic buzz, repeating over and over, hour after hour, day after day. Then, without warning, the rhythm stops and a Russian voice cuts through the carrier, reading what sounds like a callsign, numbers, names, or an unfamiliar codeword. Radio listeners have recorded the transmissions since the Soviet era. They have found the old transmitter site. They have documented changes in callsigns, equipment failures, interruptions, and accidental microphone openings. They have even caught pirates hijacking the frequency to broadcast memes and Gangnam Style. What they have never obtained is the one thing that would settle the story: an official explanation of what the station actually does.
That silence created one of the most persistent pieces of radio mythology of the modern era. The station became known around the world as UVB-76, although that was apparently never the callsign it used. It became the “Russian Doomsday Radio,” supposedly connected to nuclear retaliation, secret agents, Soviet-era command systems, or the legendary Dead Hand mechanism that would retaliate if Russia’s leadership were destroyed. The mythology became so elaborate that the signal itself almost disappeared beneath the stories told about it.
But strip the mythology away and something more interesting remains. The Buzzer is real. The 4625 kHz transmission is real. Its association with Russia’s military communications infrastructure is real. The coded voice traffic is real. The station’s history reaches back at least to the early 1980s, and probably earlier. Its transmitter infrastructure has changed. Its callsigns have changed. Its operators have accidentally left microphones open. Its signal has disappeared for hours and returned without explanation. And in January 2022, outsiders actually seized control of the frequency long enough to turn one of the world’s most infamous military radio signals into a pirate radio joke. The mystery, therefore, is not whether the Buzzer exists. It is why a Russian military communications system has spent decades broadcasting a signal that everyone can hear while refusing to explain, in public, precisely what the system is for.

The Signal Is Older Than the Internet Myth
The earliest preserved recordings generally accepted by serious Buzzer researchers date to 1982. On 4625 kHz, listeners were already hearing a repetitive signal functioning as a persistent marker on the frequency, years before YouTube turned obscure shortwave signals into global spectacles. Russian newspaper Rossiyskaya Gazeta has separately reported that the frequency of the station’s actual voice transmissions grew substantially over the following decades, from roughly once every few years before 1992 to messages sent weekly or daily by the 2000s.
That longevity is one of the genuinely remarkable things about the station. The signal survived the final decade of the Soviet Union, the collapse of the USSR in 1991, the transformation of Russia’s military and communications structures, the arrival of satellite communications and the internet, and the disappearance of much of the infrastructure that once made Cold War shortwave traffic routine. There is some uncertainty about exactly when the transmission began; reports and retrospective recordings have produced dates reaching further back than 1982, but 1982 is the point at which a preserved recording gives researchers something solid to work with. The Buzzer’s history is already extraordinary without manufacturing an earlier date simply because it sounds better.
UVB-76 Was Probably Never the Name
One of the strangest details in the entire story is that the name by which the station became famous appears to have been born from a mistake. When the station began transmitting identifiable voice traffic in the late 1990s, listeners heard the Russian identification УЗБ-76, conventionally transliterated as UZB-76. The station later adopted other identifiers, but the name “UVB-76” stuck in international usage. One of the most famous names in shortwave mystery culture may simply be a mistranscription of a Cyrillic letter.
The distinction seems trivial until you understand what happened next. Once the wrong name entered newspapers, websites, radio forums, and documentaries, it became an identity. “UVB-76” sounded like the designation of a machine hidden inside a Soviet bunker. It had the cold bureaucratic shape of a military code. And because nobody from the station ever stepped forward to correct the mythology, the mistake became permanent.

The Transmitter Was Not Hidden in the Urals
The mythology also placed the station in increasingly dramatic locations, popular retellings imagining a transmitter buried deep in the Russian wilderness or inside an underground military complex. The documented history is less cinematic but considerably more useful. For many years, the transmission was associated with a military installation near Povarovo, northwest of Moscow, near the village of Lozhki, a location that became publicly identifiable only after years of monitoring and investigation by shortwave enthusiasts. When the site was later abandoned, urban explorers entered the former facility and reported finding evidence consistent with its use as a radio transmission installation, including a log associated with 4625 kHz.
In 2010, the physical story became more complicated. The station underwent major changes, and its transmission infrastructure was relocated. Researchers subsequently associated the signal with other Russian military transmission facilities, although the precise current architecture of the network isn’t something outsiders can establish with certainty from the open record. There’s a difference between locating an old transmitter and proving where every current transmission originates. The first has been done. The second remains considerably more difficult.
Then the Voice Appears
Most of the time, the Buzzer is almost aggressively boring. A tone repeats at regular intervals, creating the impression that the frequency itself is being occupied. Then the pattern breaks. A Russian voice appears. Callsigns are spoken. Numbers follow. Names or codewords may appear in the middle of the transmission. The format has enough structure to make clear these aren’t random people talking into a microphone, resembling the coded message formats associated with military shortwave communications, though the public listener can’t determine what the individual groups mean.
This is where the distinction between observation and interpretation becomes critical. Listeners can record the message, transcribe it, compare its format with earlier transmissions, and identify changes in callsigns. What they generally cannot do is determine what the words mean operationally. A message being encrypted or coded doesn’t make it supernatural. It means the intended recipient possesses information the casual listener does not. The Buzzer’s enduring mystery exists in the space between those two facts: we can hear the communication, but we are not its intended audience.

The Buzzer May Be a Channel Marker
The most plausible explanations for the constant sound are surprisingly mundane. One longstanding possibility is that the signal acts as a channel marker, keeping the frequency occupied and allowing the network to establish that the channel remains under control. Another possibility is that it forms part of a larger military communications architecture in which a persistent signal simply indicates the network is operational and available.
That explanation fits much of what observers actually see, and it explains why the signal can be extraordinarily repetitive without being meaningless. A communications network doesn’t need every second of a transmission to contain information; sometimes the information is that the channel is there. There’s a limit to what this explanation proves, though. It doesn’t reveal why particular messages are sent, what their code groups represent, how the receiving stations are organized, or what military units are ultimately connected to the network. Those details remain classified or inaccessible. The mundane theory explains the architecture without providing the entire instruction manual, and that’s a much more intellectually honest position than either extreme. “We don’t know exactly” does not mean “anything is possible.”
2010 Was the Year the Machine Accidentally Spoke
The most revealing episodes in the Buzzer’s history came not when it transmitted mysterious code, but when something went wrong. On June 5, 2010, the buzzing stopped completely for roughly a day, with no announcement and no explanation, before returning the following day. Later that summer the signal began behaving erratically again, with interruptions, unusual sounds, and other disturbances. On August 25, the regular transmission broke down into silence, noises, and what sounded like movement around an open microphone. During the weeks that followed, listeners recorded apparent fragments of conversations and interruptions including snippets of Tchaikovsky’s Swan Lake.
That was one of the clearest signs the thing behind the mystery was not some autonomous machine operating in a sealed bunker. Human beings were apparently interacting with the equipment. A microphone was left open. Voices were heard. Equipment was being tested or moved. The station changed its callsign. The physical infrastructure changed around the same period. What sounded from a distance like an occult transmission began to resemble what it probably was all along: a complicated piece of military communications equipment operated by ordinary people who occasionally made ordinary technical mistakes. That may be the most important clue the Buzzer has ever given us.

Then Someone Played Gangnam Style
In January 2022, the mythology acquired an absurd new chapter. Pirates began interfering with 4625 kHz, interrupting the Buzzer with music, messages, and material deliberately designed for the enormous online audience that had grown around the station. Spectrograms were used to turn the radio signal into visible images and memes. One of the most famous intrusions carried Psy’s “Gangnam Style.” The episode was funny precisely because of the contrast: for decades, the Buzzer had been treated as a window into the darkest machinery of the Russian state, then somebody hijacked the frequency to broadcast one of the internet era’s most recognizable pop songs.
The incident also demonstrated something technically important: the frequency is not an untouchable, magical channel. External interference is possible. The fact that pirates can disrupt the signal doesn’t tell us who operates the legitimate transmission, but it does puncture the idea that every strange sound heard on 4625 kHz must originate from the Russian military. That history matters more broadly, too, because the internet often compresses decades of unrelated incidents into one supernatural narrative. A piece of music heard during a transmitter relocation becomes a “secret message.” A pirate transmission becomes evidence of a confrontation with the Russian military. A microphone accidentally left open becomes proof someone is secretly listening. Each individual event may be real while the interpretation attached to it is completely wrong.
No, It Is Not the Russian Dead Hand
This is where the Buzzer’s mythology becomes most dangerous, because it takes a real Russian military system and attaches it to another real but entirely separate piece of Russian strategic infrastructure.
Perimeter, popularly known in the West as the “Dead Hand,” is a real Soviet-era retaliatory command system associated with nuclear deterrence. Its existence isn’t a conspiracy theory. But there’s no credible evidence that the Buzzer is the mechanism that automatically launches Russia’s nuclear arsenal if the Kremlin disappears. The technical story actually works against the popular claim: the Buzzer operates on a shortwave frequency of 4625 kHz, while publicly described information about Perimeter points to a very different communications architecture, including extremely-low-frequency and other dedicated military command channels built for a fundamentally different purpose. The idea that the ordinary Buzzer signal is itself a nuclear launch trigger has never been demonstrated.
There’s another problem with the famous “if the buzzing stops, Russia launches” theory: the buzzing has stopped before. It stopped for extended periods in 2010, has suffered outages and technical interruptions, and maintenance has changed its behavior more than once. Yet no apocalypse followed. A system designed to trigger civilization-ending retaliation on loss of a radio signal would be an extraordinarily dangerous engineering concept. A system whose radio marker occasionally disappears because technicians are working on the equipment is something much more mundane, and the observed history fits the second description far better.

The Recent Mystery Is Real, But It Is Different
The Buzzer didn’t become irrelevant after the Cold War. Quite the opposite: in recent years, bursts of activity have repeatedly reignited speculation, particularly when Russian military tensions with the West have intensified. That timing makes the transmissions interesting. It doesn’t, by itself, prove the station predicts wars, announces nuclear attacks, or functions as an oracle.
One of the clearest modern examinations came from WIRED in 2025, when historian and radio monitor Māris Goldmanis described the station’s likely function as part of Russia’s strategic military radio network. His argument is straightforward: Russia is geographically enormous, and shortwave remains useful for maintaining communications across long distances and between remote military facilities. Separately, David Stupples, a professor of electronic and radio engineering at City University of London, told Popular Mechanics in May 2024 that the Russian government is almost certainly behind the station, though he was notably more willing than Goldmanis to describe its likely purpose as something other than peaceful. Both assessments come from named, credentialed experts working from the same public evidence, reaching different levels of confidence about the same open question, exactly the honest gap this story has always lived inside.
That doesn’t mean every mystery has been solved. It hasn’t. The Russian military has not published a complete public explanation of the station’s role, its message architecture, or the meaning of its code groups. Outside observers therefore continue to work from recordings, radio engineering, triangulation, military documentation, and patterns of behavior. That distinction is worth preserving because it’s where the story becomes genuinely fascinating. We have strong evidence about what kind of thing the Buzzer is. We have much weaker evidence about exactly what it’s saying. And we have no public authoritative answer to why this particular network is configured in precisely this way.
The Buzzer Is Not a Numbers Station in the Classic Sense
Another piece of mythology comes from lumping the Buzzer together with classic “numbers stations.” The comparison is understandable, both involve shortwave radio, coded-looking messages, and listeners attempting to determine their purpose, and during the Cold War, genuine numbers stations were associated with intelligence services transmitting coded instructions to agents in the field. But the Buzzer’s persistent marker and its recurring military message format aren’t enough to prove it’s simply a Russian numbers station broadcasting instructions to spies. The public evidence points more strongly toward a military communications network, which doesn’t make the messages meaningless, it means the intended recipients may be military stations or personnel rather than clandestine agents sitting beside shortwave sets in foreign countries. The Buzzer may be secretive without being a “secret numbers station” in the popular cinematic sense.

What the Buzzer Actually Proves
It proves that a long-lived Russian shortwave transmission has operated on 4625 kHz for decades. It proves the signal has been associated with organized communications infrastructure rather than an unexplained natural phenomenon. It proves voice messages have been transmitted in structured formats. It proves the infrastructure has changed and the station has experienced maintenance, outages, and accidental exposure of its operators. And the available evidence strongly supports its connection to Russian military communications.
It does not prove the station is a nuclear doomsday switch. It does not prove the Buzzer is connected to Perimeter. It does not prove every message announces a major geopolitical event. It does not prove the signal is communicating with sleeper agents. It does not prove the station predicts wars. It does not prove the voices belong to a hidden command bunker waiting for civilization to collapse. And it certainly does not prove every unexplained interruption is intentional.
The Real Mystery Is the Silence Around the Signal
There’s an understandable temptation to think secrecy itself is evidence of something extraordinary. It isn’t. Governments conceal ordinary things all the time, especially military communications. A network can be classified because revealing its structure, locations, procedures, or message protocols would provide useful information to an adversary. The absence of an official explanation may therefore tell us more about military secrecy than about the supernatural.
But secrecy does create a second-order mystery. Because nobody outside the system possesses the complete documentation, the public is forced to reconstruct the machine from fragments. A radio recording becomes evidence. A technical interruption becomes evidence. A new callsign becomes evidence. A newspaper interview becomes evidence. And eventually the fragments become a mythology larger than the underlying facts. That’s why the Buzzer has survived for so long as an object of fascination. It’s almost perfectly designed to generate speculation: repetitive but unexplained, structured but unintelligible, real but architecturally opaque, strongly connected to the military yet undisclosed in its exact mission. There’s just enough information to establish that something organized is happening, and just enough missing to allow almost any story to be projected onto it.

The Buzzer is therefore not a mystery because nobody knows anything. It is a mystery because we know enough to know that there is a system, and not enough to see inside it.

The Russian Buzzer has survived longer than many of the institutions and technologies that surrounded it. The Soviet Union disappeared. Its military was reorganized. Communication technology transformed. The internet turned an obscure shortwave frequency into a global spectator sport. Listeners built archives. Researchers triangulated transmitters. Pirates discovered the frequency. Someone played Tchaikovsky. Someone else played Gangnam Style. Through all of it, the same basic signal kept returning.
Its famous name was probably a mistake. Its old transmitter site can be visited. Its operators have accidentally revealed themselves. Its infrastructure has moved. Its callsigns have changed. Its messages can be recorded but not publicly decoded. Its association with Russian military communications is increasingly difficult to dismiss, while the most dramatic claims about nuclear retaliation remain unsupported. That leaves us with a much narrower mystery than the internet likes to tell.
Somewhere inside Russia’s military communications architecture, a system has continued to occupy 4625 kHz for decades. It sends a signal that tells the network, and anyone else listening, that something is still there. Sometimes a voice breaks through. Sometimes equipment fails. Sometimes outsiders interfere. Sometimes the frequency goes silent. And then the buzz comes back. 4625 kHz. A signal from a military network nobody fully explains. Not a message from the dead. Not proof of a nuclear apocalypse. Not an alien transmission. Something more unsettling in its own way: a real machine, operated by real people, performing a real function that the rest of us have never been allowed to see.
